I have targeted web designers and developers on my social networking accounts. By letting them know what I am up to, they respond and promote my site for me. If I write something of interest, they will discuss my posts among themselves. This is the best way of promoting, it is a sort of chain mail except targeted and interesting to people in a similar trade.

Even if you don't own a business or have any commercial gains from promoting yourself, give it a go anyway. It's fun and also a good way of staying up to date with modern events! I personally favour Twitter to the rest, but give them a go!
